Mehbooba govt clears two ordinances, makes rape of minors below 12 years punishable by death in J&K 24.4.2018 DNA: Mumbai
Amid growing protests over Kathua rape and murder case, Mehbooba Mufti government cleared two ordinances making rape of children below the age of 12 punishable by death and rape of the women under the age of 16 punishable by life imprisonment. Jammu and Kashmir Criminal Law (Amendment) Ordinance, 2018 and the Jammu and Kashmir Protection of Children from Sexual Violence Ordinance, 2018 was cleared in a cabinet meeting chaired by Chief Minister Mehbooba Mufti on Monday in Jammu. Since Jammu and Kashmir has a special status in the Indian union under Article 370, the laws made by centre are not directly applicable in the restive state. Therefore the Mehbooba Mufti government has decided to promulgate its own ordinances to make rape of the minors punishable by death. A day after a constable posted in the Jaipur Metro misbehaved and allegedly molested a girl, the man was arrested by authorities. Identified as one Rinku Saini, the constable fled from the Civil Lines metro station after the girl raised an alarm. Saini was arrested early in the morning and was produced in court from where he was sent to judicial custody. It has come to light that the constable is married for several years now and had been troubling the girl to marry him. The Surat police confirmed on Monday that the unidentified woman’s body that was recovered on April 9, exactly three days after the 11-year-old girl’s body was found, belonged to her mother. The DNA reports finally confirmed it and police have lodged a case of double murder in the matter. The key accused, Harshsai Gurjar, was nabbed by Ahmedabad Crime branch from Rajasthan on Friday and was taken to Ahmedabad, finally handling him to Surat police.  A 16-year-old girl has alleged that she was gang-raped in a moving car in Noida by a group of men including one of her relatives, last week. A rickshaw driver's union called for a signature campaign protesting the brutal Kathua rape case on Monday morning. The rickshaw drivers were seen in uniform standing with placards outside Bandra railway station and were also shouting slogans in support of anti-rape culture in India. A few of the slogans were also made in support of the Unnao rape case that took place in Uttar Pradesh's Unnao district.  In the Kathua rape case, an eight-year-old girl was abducted, gang-raped and murdered in the northern state of Jammu and Kashmir, in January this year. The charge sheet filed, in the beginning of April, revealed the brutalities subjected to the minor in Kathua that allegedly took place inside a temple, not far from the residence of the child. In yet another case, an eight-year-old minor girl was raped by a 14-year-old minor boy in Bareilly district. The incident was reported from Sarania village under Sibiganj Police Station in Bareilly district. The minor girl was playing in a nearby field alone when the boy grabbed her and raped.
