The Delhi government has notified rules for formation of Town Vending Committees (TVCs) across the national capital which will identify sites and spaces for vending and hawking in the city. According to the government, the Delhi Street Vendors (Protection of Livelihood and Regulation of Street Vending) Rules, 2017 will pave the way for constituting 25 to 28 TVCs. The notification, issued earlier this month, states that the TVCs will conduct surveys to identify street vendors in the area and issue certificates of vending to eligible street vendors and ensure enforcement of corrective mechanism against any defiance. "The Town Vending Committees will identify sites and spaces for vending and hawking. It will also recommend local authorities to declare an area in its jurisdiction as non- vending zone," the notification stated. The Delhi High Court today sought the response of the AAP government and a civic body on a plea alleging that a BJP MP has been distributing metal tokens to unauthorised street vendors as a licence to operate in his constituency. The high court issued notice to the Delhi government, North MCD, Delhi Police and BJP MP Udit Raj from Northwest Delhi Lok Sabha constituency, asking them to file their replies on the petition by a local resident. The court sought to know from the authorities the steps they have taken, if the assertions are true. "North MCD shall inform and place on record the manner in which it issues licences to street vendors," a bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar said. BBMP officials with the Additional Commissioner of Police, Electronics City evicted 500 street vendors on Wednesday in Hosa Road market near Parappana Agrahara close to Electronics City. BBMP said that they were clearing the encroachment to widen the road. But the vendors complained that they were evicted without any notice.
