In May, the Brihanmumbai Municipal Council (BMC) initiated the process of setting up Town Vending Committees (TVCs) to conduct surveys to identify street vendors, issue certificates to eligible vendors, recommend areas to be declared non-hawking zones, and identify sites for hawking, and regulate timings. However, this move came almost a year later, and only after strong observations from the Bombay High Court. At a time when a comprehensive hawkers' policy is yet to be implemented, the BMC is planning to increase fines from Rs 1,200 to Rs 5,000 to discourage street vendors from returning to the same spot again and again. Last month, the BMC's A ward issued notices to around 49 shop owners in South Mumbai's Fashion Street for violation of norms. While the move is believed to make footpaths free of encroachments, the delay in setting up TVCs also raises questions on the functioning of the civic administration. The Council of the Mangaluru City Corporation agreed to submit a proposal seeking Rs 120 crore through Visvesvaraya Neeravari Nigama as compensation for owners of the land that will be submerged if the water in Thumbe vented dam is stored at eight-metre height. Mayor Kavitha Sanil said that about 500 acres of land - including 344.11 acre agricultural land - would be submerged if the dam is filled with water to its full capacity. "If the water is stored to its full capacity, then 17.32 MCM water would be available for use. As the Corporation cannot bear such a huge amount, it has been decided to seek grant from the chief minister," she explained. A comic booklet Street Vending: Pakka Legal was brought out to spread the word on the rights of street vendors, Street Vendors Bill and the responsibilities of government bodies towards protection of vendors. A collaborative effort of Bengaluru Jilla Beedhi Vyapaari Sanghatanegala Okkuta, a federation of about 40 street vendor unions, and Alternative Law Forum, a legal research organisation, the 24-page book highlights the problems faced by street vendors, existing laws that ensure their protection, importance of street vendor unions and more, through graphics and caricatures. Available in English and Kannada, the booklet's artwork was done by city-based visual artist Vinayak Varma while Sruthi Krishnan, Vinay K Sreenivasa and Lekha Adavi contributed the script.
