It was obvious that the state and local administrations as well as the apparatus of the Communist Party of India (Marxist) were unaware that such a protest was in the offing. This lack of awareness is amazing and, not to put too fine a point on it, very embarrassing for the chief minister, Mr Buddhadeb Bhattacharjee.
