Concerned over special economic zone developers and units mortgaging land to raise loans, a parliamentary panel today suggested that the SEZ law be reviewed to curb the possibility of using such land as collateral for raising funds. A Public Accounts Committee, chaired by Congress leader Mallikarjun Kharge, in its report stated that "11 developers/ units in Andhra Pradesh, Karnataka, Maharashtra and West Bengal had raised Rs 6,309.53 crore as loans by mortgaging SEZ land". Three developers/units had raised a loan amount of Rs 2,211.48 crore and utilised the same for purposes other than development of these zones. It said that the SEZ law and rules do not specify that such land cannot be mortgaged. "The committee recommend that the department of commerce and financial services review the SEZ Act to specify that SEZ land lease hold rights can not be mortgaged to curb the possibility of huge loans going bad which ultimately would affect the public exchequer," it added. Andhra Pradesh Chief Minister N Chandrababu Naidu today laid the foundation stone for Hero MotoCorp's two wheeler factory, the first in South India, at Madana Palem near Sri Citys Special Economic Zone in Satyavedu, about 100 km from here. Speaking on the occasion, Naidu said that the company would invest about Rs 1,600 crore in the first phase for making improved and latest versions of bikes. The two wheeler giant would also invest another Rs 1,600 crore for development of ancillary units here, Naidu said. The plant, to come up on 636 acres of land, would be the company's first facility in South India, he said. The Chief Minister requested managers of the facility to complete construction of the facility and start production by March 2019. Naidu said his government was very much committed to extend official support for the company and added they hould also think of manufacturing electric bikes from the unit. The Enforcement Directorate (ED) on Thursday attached 41 properties of diamantaire Nirav Modis uncle Mehul Choksi, valued at Rs 1,217.20 crore, in connection with the money laundering probe in PNB scam. The attached assets include 15 flats and 17 office premises in Mumbai, a shopping mall in Kolkata, a four-acre farmhouse in Alibaug in Maharashtra and 231 acres of land at locations like Nasik, Nagpur and Panvel in Maharashtra and Villupuram in Tamil Nadu. A 170-acre Hyderabad Gems SEZ in Ranga Reddy district, near Hyderabad, valued at over Rs 500 crore has also been attached. Four flats in Borivali (east) area of the Maharashtra capital and nine others in Khemu Towers in Santacruz (east) have been attached as part of the action. The Enforcement Directorate (ED) on Thursday attached 41 properties worth Rs 1217.20 crore of PNB scamster and owner of Gitanjali Gems Mehul Choksi.The attached properties include 15 flats, 17 office premises in Mumbai and M/s Hyderabad Gems SEZ in Andhra Pradesh.It also includes a shopping mall in Kolkata, farm house in Alibaug and 231 acres land in Maharashtra and Tamil Nadu.Earlier, Central Bureau of Investigation (CBI) had said that the Punjab National Bank (PNB) reported scam of Rs. 1251 crore by Gitanjali Gems.In a statement, the CBI had said, "The PNB has informed us that further scam of Rs 1,251 crore has been detected in respect to Gitanjali Gems. The CBI is now probing Rs. 12,636 crore in the PNB scam, up from Rs 11,421 crore."Celebrity jeweller Nirav Modi and his uncle Mehul choksi are being investigated by the Enforcement Directorate and other investigative agencies ever since the PNB scam came to light.

Indian Institute of Foreign Trade (IIFT) and the Indian Institute of Packaging (IIP) will come up in Kakinada town of Andhra Pradesh. The state-of-the-art campuses of IFT and IIP will be built on 25 acres of land each alloted by the state government in GMR Special Economic Zone in Kakinada in East Godavari district. Union Minister for Commerce and Industry Suresh Prabhu laid the foundation stone for the two institutes at CII Partnership Summit here on Sunday. Chief Minister N. Chandrababu Naidu and top officials of the two institutes were present. The proposal for setting up IIFT in Visakhapatnam was mooted by then chief minister of united Andhra Pradesh N. Kiran Kumar Reddy in 2013. Subsequently in 2015, Chandrababu Naidu sent a request to the central government to set up the institutes in October 2015 following which the ministry of commerce accepted it.
