How much paddy stubble can we use in thermal plants? 17.11.2017 DNA: Recent Columns
The National Green Tribunal (NGT) on Thursday directed National Thermal Power Corporation (NTPC) Limited to submit by next Tuesday as to how much crop or paddy residue it can use as raw material with coal to produce electricity. The tribunal also sought to know NTPC’s total coal demand for its seven thermal power plants, six in Uttar Pradesh and one in Haryana.  A four-member Tribunal bench, headed by Justice Swatanter Kumar, passed the directions while hearing the matter on stubble burning. Widespread paddy stubble burning in October and November across Punjab, Haryana and parts of UP had worsened Delhi’s already toxic air early this month in a repeat of last year’s smog.  The Tribunal also directed state governments of Himachal Pradesh, Punjab, Haryana and Rajasthan to submit information on biomass plants that convert paddy straw into pellets.  During the hearing, NGT sought to know from NTPC how much coal it would save if paddy straw converted to pellets was used as fuel for power plants. “Have you ...

NGT wants govts to explain next plan to curb stubble burning 14.10.2017 DNA: Top News
With farmers from Punjab and Haryana defying government and court orders on stubble burning, the National Green Tribunal (NGT) on Friday sought a response from both the Centre and the governments of Punjab and Haryana on what action was being taken to curb the practice and prevent air pollution. The tribunal also directed the Punjab government to submit a list of biomass power plants and private industries that could use paddy straw as fuel. Further, it sought a response from the National Thermal Power Corporation (NTPC) Limited on how they could use the crop residue as part of its corporate social responsibility. The NGT has sought all these responses by the next hearing on October 17. A four-member NGT bench, headed by Justice Swatanter Kumar, put forth these queries while hearing activist Vikrant Tongad's plea on the poor implementation of NGT's order prohibiting burning of crop residue. As directed by NGT on Wednesday, Punjab government brought before the bench, farmers who they claimed had been ...

Ujjwala Yojana: devil is in the detail 10.10.2017 Deccan Herald - Opinion
The Pradhan Mantri Ujjwala Yojana (PMUY) has been one of the most strategic policies undertaken by the government in the last three years. Niti Aayog's recent three-year action agenda emphasises the importance of the scheme in achieving universal access to clean cooking energy. Since its launch, PMUY has provided LPG connections to over 2.9 crore women in BPL households. While the scheme significantly reduces the high upfront cost of an LPG connection for beneficiaries, a much greater effort is required to promote the sustained use of LPG as the primary cooking fuel of rural households. In 2011, even as 53% of households in India had an LPG connection, only 28% used it as primary cooking fuel. Despite choosing to get a connection and paying the entire upfront cost for it, almost half of the households with LPG were not using it regularly. Data from the Petroleum Planning and Analysis Cell (PPAC) shows that while there has been a phenomenal increase in the number of LPG customers in the one year since ...
