Even though Food and Civil Supplies Minister Ravindra Chavan had announced in the state legislature that the ban on homemade food in multiplexes would be lifted on August 1, DNA has found that many multiplexes have not complied with the government order. Their defence is that they have not received the order in writing from the State. The Multiplex Association of India (MAI) said that none of the multiplex cinema theatres operated by MAI members has received an order, notification or communication about this from the Government of Maharashtra or any other regulatory authority. "Since the matter is sub-judice, we would not like to comment any further," said Deepak Asher, MAI president. The PIL, filed by Andheri-resident Jainendra Baxi in Bombay High Court, to allow homemade food into multiplexes, will have its next hearing on August 8. Notwithstanding the state government's strong pitch for business-friendly environment and "red carpet" instead of "red tape", Maharashtra has slipped to 13th rank (92.71 score) from 10th (92.86 score) on the Ease of Doing Business scale. The government, which has set an ambitious target of achieving a trillion dollar economy by 2025, has failed to retain its 10th rank due to lack of sufficient progress to ensure online processes in the functioning of courts, registration of cases at Maharashtra Pollution Control Board (MPCB) and formulation of uniform Development Control Regulation for the entire state. This move comes in the wake of the Administrative Standing Committee Chairman accusing BBMP officials of working just 3 to 4 hours a day. The Maharashtra Real Estate Regulatory Authority recently ruled against DS Kulkarni Developers in a complaint, observing that the builder did not bother to appear before the regulator despite being served with a notice. MahaRera said the developer didn't leave it with an option other than giving an ex-parte order. The authority was hearing a complaint was filed by Ajit Deshpande and 14 others against DSK developers, seeking directions that the developer should give them early possession of their flats, pay the GST that would be applicable for the remaining amount of the consideration and also pay interest for delayed possession. The complainants had booked flats in project DSK Anandghan, Pune. They argued that the developer had agreed to give them possession by December 31, 2016, which remained only on paper to date. Insurance companies are in discussion with the authorities of Maharashtra Real Estate Regulatory Authority (MahaRera) to fix a premium on land title insurance products. Land title insurance will soon be made mandatory for the registered developers in Maharashtra. The title insurance will secure new buyers of properties from any losses that could arise due to a certain defect in the property title. As per the Rera Act, title insurance is mandatory for housing projects but insurance companies were yet to design such products for the same. Now insurance companies have applied to the Insurance Regulatory and Development Authority of India (Irda) for launching title insurance products.
