Lazy level crossings add to train delays 21.6.2018 DNA: Recent Columns
The fight between Railways and civic bodies has come to fore. The CR officials said that they are facing difficulty in shutting down the level crossing gate at Thakurli despite a road over bridge present there. Similar issues are seen at Diva and Kalwa where local bodies are not doing much in building ROBs and shutting down level crossing gates. It has been close to 10 days that the Thakurli level crossing gate has been shut for motorists and people. Sources in Central Railway said that due to the alleged poor quality of road on the bridge, two wheelers and people continue to cross tracks. "The ROB is rarely used at Thakurli that was inaugurated last week. The civic authorities have apparently asked the railways to restart the LC gate due to the poor road quality of the bridge" said Siddhesh Desai, member, Mumbai Rail Pravasi Sangh. To prevent commuters from falling off moving local trains and travelling dangerously by standing on footboards, the Indian railways has been testing the workability of automatic sliding doors, popularly called as 'closed doors' in local trains. However, now, it has been decided to shut the doors on the 'closed doors' system. The Western Railway was conducting trials in the second class ladies compartment of only one train. Senior officials from WR said that they have been testing it for several months now. Over a period of time, it has become obvious that the plan has serious flaws, including door's opening and closing on time, poor ventilation inside, among others. The Railways has decided to replace the cumbersome medical cards issued to its employees and pensioners with credit card-like health cards carrying unique all-India number. At present, the medical cards issued by the zonal railways are in the form of booklets which resemble ration cards. The separate medical identity card, with unique all India number, will be issued to the employees as well as to their each dependent, according to an order by the railway board. "For bringing uniformity in the medical identity cards issued to employees and other beneficiaries of Indian Railways, the board has approved that the card should be a plastic-based card, the size of which should be same as that of debit/credit cards issued by banks," the order said. There would be a coloured strip on the top of each card. The colour of the strip would help identify the category of the card-holder -- serving, retired employees or dependents. Four-fold increase in manual scavengers in new govt survey; sewer, septic tank cleaners, Rly employees unaccounted for 15.6.2018 DNA: Mumbai
In 2018, India has recorded 53,236 manual scavengers, which is a four-fold rise from the 13,000-odd such workers counted in 2017, the Indian Express reported. However, the data, the report added, was a gross underestimate as only 121 out of more than 600 districts were surveyed.   Furthermore, it does not involve people cleaning sewers and septic tanks, as well as data from the Railways, which is the largest employer of manual scavengers. “Of the 53,000 identified so far through the national survey, only a total of 6,650 have been confirmed officially by states in keeping with the tendency to under-report the prevalence of this practice,” the report added. Last November, the Centre announced that a survey on manual scavengers would be conducted by the Social Justice and Empowerment Ministry with the idea to counter the severe under-reporting of the number of these labourers.
