Though the objective of the Indo-US nuclear deal is ‘to enable full civil nuclear energy cooperation’, it has short-changed India in effectively ruling out transfer of sensitive nuclear technology. Other features of the agreement too spel l trouble on deeper examination. But as it is too late to reverse the outcome, one hopes the actual working of the Agreement will be smooth and in the right spirit, says B. S. RAGHAVAN.
