Bengaluru Urban District authorities on Saturday swooped down on VR Bengaluru Shopping Mall and recovered 29.5 guntas of land, which the mall owner had encroached upon. Authorities claimed that the value of the encroached portion is Rs 100 crore. Taking the mall managers by surprise, the officers began marking the encroached portion for demolition and put up a notice board that stated that the area belonged to the government. The district officials said the mall has built a security post, a lift and reception on the encroached portion. The lawn of the mall was also on the encroached portion, they claimed. The officials said they had issued an eviction notice to start the demolition drive there. They said the Karnataka Industrial Areas Development Board had allotted the land to Dooravani Cables for industrial use. In an effort to woo investors, the state Cabinet on Wednesday decided to allow allotment of Karnataka Industrial Areas Development Board (KIADB) lands on lease-cum-sale basis for single unit complexes, affordable housing projects and projects undertaken by public sector undertakings. Entrepreneurs who obtain direct consent from farmers for purchasing the land to set up single unit projects will be allowed to hold the land on lease-cum-sale basis for 15 years. The absolute sale deed will be issued after 15 years if the project is completed. For affordable housing, the sale deed will be issued soon after completion of the project, as per the new rules. Currently, land is allotted only on 99-year lease to all industrial projects. The government will soon amend the Karnataka Industrial Policy, 2014-19 to allow allotment of lands on lease-cum-sale basis. The Karnataka chapter of Confederation of Real Estate Developers' Association of India on Friday urged the state government to reduce stamp duty on immovable properties to 3% from 5%. In a pre-budget memorandum submitted to Chief Minister Siddaramaiah, CREDAI said reduction in stamp duty will not only help the real estate sector overcome the sluggishness but increases revenue to the government. Currently, a property buyer pays 6.5% to the government (5% stamp duty, 1% registration fee and 0.5% cess), it added. CREDAI has also sought reduction in stamp duty on joint development agreements (JDAs) and affordable housing units (less than Rs 50 lakh or up to 60 sq mtr). A JDA is only an understanding between the land owners and the developer to take up a project. The actual transfer of properties happens after the project is developed.
