Seventy five per cent households across 13 states feel that the level of corruption has increased or remained the same during the last one year, while 27 per cent confessed to paying a bribe to avail public services in the last one year, according to a new survey. The 'India Corruption Study' conducted by the Centre For Media Studies covered more than 2,000 households from over 200 rural and urban clusters of 13 states -- Andhra Pradesh, Bihar, Delhi, Gujarat, Karantaka, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Tamil Nadu, Telangana, Uttar Pradesh and Bengal. The report covered 11 public services -- public distribution system (PDS), electricity, health, school education, water supply , banking services, police, judicial services, land/housing and transport and Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS, only rural). Any delay in paying the wages under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is "simply not acceptable" and red-tape cannot be "pedalled" as an excuse to deny payment to the workers, the Supreme Court said today. The court, while noting that the Centre has admitted delay in payment of wages, said the payments to the workers must be transferred to them immediately, failing which the prescribed compensation would have to be paid. The top court said that under the Act, a worker was entitled to get his or her due wages within a fortnight of completion of work and if there was any administrative inefficiency or laxity, it was entirely for the state governments and the Ministry of Rural Development to sort out the problem. Farmers will now receive funds for irrigation wells and orchards directly into their bank accounts through the Direct Benefit Transfer (DBT) method, Maharashtra Minister for Employment Guarantee Schemes (EGS), Jaykumar Rawal, said today. "Earlier, funds for irrigation wells used to be given to the shop keepers against the material purchased and orchard funds were given to the nurseries. Now farmers will get the funds directly in their bank accounts and hence will be the beneficiaries," Rawal said. Rawal reviewed schemes, district-wise, related to MNREGA, EGS, irrigation wells, orchards and Samruddh Maharashtra Jankalyan Yojana over a period of two days in meetings held at the Sahyadri state guest house. Giving information about the decisions taken during the review, Rawal said the EGS department was extensively implementing the irrigation wells scheme. "This scheme has proved to be a revolutionary one for farmers. It is expected that work on 76,000 such wells currently .

Delayed payments under the guaranteed rural employment programme MNREGA fell to 6-year low of Rs 67,956 crore last fiscal ended March 31, a SBI research report said today. The amount of delayed payment had touched a high of Rs 2.38 lakh crore in 2015-16. It was Rs 2.08 lakh crore in 2016-17, said the SBI Ecowrap report based on government data. On the other hand total payments under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) was also at 6-year high of Rs 3.87 lakh crore. "Delayed payments, which were as high as Rs 2.38 lakh crore in FY16 had declined significantly to merely Rs 67,956 crore in FY18. As a percentage of total payments, the share of delayed payments has decelerated continuously and sharply from 73 per cent in FY15 to 18 per cent in FY18," the report said. Furthermore, it said the share of more than 90 days in delayed payment has also improved materially and declined from 30 per cent in 2012-13 to 8 per cent last fiscal. The report also pointed out
