By OUR CORRESPONDENT New Delhi, Sept. 11: It is a tall order for the newly constituted National Commission for Protection of Child Rights (NCPCR), which is struggling to create a database of exploited and trafficked children in the country. The commission, which has been given the powers of a civil court, has observed that India continues to have the largest number of child workers in the world despite several government initiatives. The commission has also observed gaps in policy framework and enforcement of laws related to child labour. Chairperson of the commission Shantha Sinha said that the issue of child rights falls very low in the priority list of the government, which has set aside a minimal budget for child protection and education. ...
