The Centre has raised with the Delhi government the issue of "under-utilisation" of funds under Swachh Bharat Mission and asked it to step up expenditure under the scheme to improve services, sources said. Housing and Urban Affairs Minister Hardeep Singh Puri has recently written to Delhi Chief Minister Arvind Kejriwal, stating that Rs 104.75 crore were released by the ministry in 2015 against the allocation of Rs 349.75 crore, the sources said. "Out of this, a sum of Rs 32.52 crore only has been spent so far and the balance is lying unutilised. Urgent efforts appear to be called for to step up the incurring of expenditure and delivery of services to the Delhi's citizen for promoting Swachh Bharat," the sources said, quoting the letter. Delhi has revised its target of Individual Household Latrines (IHHL) to 435 against the mission target of 1,25,398 as community toilets were considered more feasible, they said. Chennai: Students protest against poor facilities at school 16.12.2017
Chennai: Tension prevailed at a Government Adi Dravida school in Kancheepuram district on Friday after parents forced students to sit outside the school and staged a road roko demanding better facilities as promised to the school. Police had to pacify the agitating parents.  Police sources said that the incident happened in Melottivakkam village, 10 km from Kancheepuram. The Adi Dravida middle school had been there for over seven decades and was upgraded to higher secondary two years ago. Around 300 students study in the school, of which 150 are girls. According to district administration officials, the state government had allotted Rs 38 lakh to build two additional classrooms and a laboratory in the school. However, the authorities, instead of building these rooms on a vacant land had broken down a toilet and part of the compound wall to begin construction, which had irked the locals. Telangana: Fine for violating solid waste rules 16.12.2017
Hyderabad: The TS government has decided to impose a fine on violators who break the solid waste management (SWM) rules in the urban local bodies. The government is planning to give powers to the municipal commissioners to impose the fines. TS is also planning to impose user charges for collecting the solid waste. SWM rules mandate every state to have a SWM policy. The government has asked the municipal administration and the urban development department to finalise the draft by incorporating provisions for user charges and penalising the violators.  The municipal department has informed the government that the existing provisions in the Municipal Act do not have the required provisions to levy penalties. Thus, the state has decided to confer powers on the municipal commissioners for imposing fines for littering and open defecation.
