To boost farmers' incomes and to ensure that land does not become a hurdle in construction of public assets, the Centre is increasingly looking at various models of land pooling in a big way both for development of urban infrastructure and also leverage economies of scale in rural areas.A high-powered inter-ministerial panel has been formed to look into the concept from agriculturists' point of view and also to scout for social entrepreneurs who could invest capital in it, so that scale could be upped. "The basic idea is to ensure that small farmers for whom economic gains from a piece of land might be going down, could join together for a common cause and in return of which he gets a better deal economically," a senior official who is directly involved in the discussions said. He said much of this is still at a conceptual stage and whether or not some pilots are done will be decided on the basis of how the discussions move.
