States don't have quantifiable data of inadequate representation of SCs/STs in govt jobs: SC 3.8.2018 DNA: Top News
The Supreme Court today asked the Centre as to why states have not come forward with any quantifiable data to decide the inadequacy of representation of Scheduled Castes and Scheduled Tribes in government services even 12 years after its verdict on the 'creamy layer'. The apex court's query came after the Centre said that M Nagaraj verdict of 2006, which had dealt with the issue of 'creamy layer' for reservations to SC and ST categories in government job promotions, has virtually stopped the promotions by putting criteria like backwardness, inadequate representation and overall administrative efficiency, and it requires reconsideration by a larger bench. The Centre, however, contended these criteria should be done away with as SCs and STs are presumed as backward and there was no need to have a quantifiable data to prove that such categories of employees suffered from backwardness. A five-judge bench headed by Chief Justice Dipak Misra clarified that the reference order to the Constitution bench is very ...

Congress and RJD have cheated the backward classes: Sushil 23.1.2018 General News
Bihar Deputy Chief Minister Sushil Kumar Modi today charged RJD-Congress combine with having "cheated the backward classes" of the state while claiming to champion their cause. "The RJD and the Congress do their politics in the name of the OBCs but in reality they have always cheated the backward classes. The Congress government at the Centre never had the courage to implement recommendations of the report of Kaka Kalelkar Commission tabled in 1953", he said. "When the Janata Party government assumed power in the country, the Mandal Commission was formed in 1977. But successive Congress governments kept its report in cold storage. Recommendations of the Mandal Commission saw the light of the day only after V P Singh formed a government with the BJP's support", the senior BJP leader said. The Bihar Deputy CM was addressing a function organized at the state BJP headquarters on the eve of the birth anniversary of former Chief Minister and OBC stalwart Karpoori ...

Mayawati exhorts OBCs to join her in fight against BJP 2.12.2017 deccanherald.com
Going beyond the Dalit-Muslim combination, Bahujan Samaj Party (BSP) chief Mayawati on Friday sought the support of the members of the other backward classes (OBCs) and asked them to side with her party to get rid of exploitation and fight against the BJP. She projected the BJP as an "anti-OBC" party, while claiming that the Mandal Commissions recommendations were implemented for OBC reservation because of the BSP. Mayawati said her party had launched an agitation to get the recommendations of the Mandal Commission implemented for the OBC reservation during the Congress governments rule, while pointing out that the Congress regime had not implemented them and lost the polls in 1989. Subsequently, the V P Singh government had implemented the recommendations, as per the BSPs demand, she added. "The BJP is trying to create an impression in the country that the BSP is against OBC reservation, but the fact is that the BSP played an important role in getting the recommendations of the Mandal Commission ...

Centre to form panel for OBC sub-groups 23.8.2017 Deccan Herald - News
The Union Cabinet has approved a proposal to set up a panel to examine sub-categorisation of the socially and educationally Other Backward Castes (OBCs). It also gave nod to enhance the annual income ceiling for the OBC creamy layer category from the current Rs 6 lakh to Rs 8 lakh. The stratification of the OBC quota could lead to a quota within quota in OBC reservations, in a move that may have far-reaching impact on national politics. This could affect educationally and socially advanced communities within the backward classes like the Yadavs, who have benefited from the policy of positive discrimination brought by the Mandal Commission recommendation over the past three decades. The move to enhance the annual income ceiling would increase the existing number of beneficiaries of various government programmes and schemes including, 27% quota in education and employment under the non-creamy layer OBC category. The Cabinet approved the two proposals at its meeting here on Wednesday. "The Union Cabinet ...
