The Bharatiya Janata Party (BJP) on Friday announced its first list of 70 candidates for the upcoming Gujarat Assembly elections. The BJP seems to have played safe by repeating 51 of its sitting MLAs, while dropping only two, both women. It has also played the OBC card, as more than one-third of the 70 candidates belong to various Other Backward Classes. The list includes Chief Minister Vijay Rupani, who has been nominated from Rajkot West seat, Deputy Chief Minister Nitin Patel (Mehsana), state BJP chief Jitu Vaghani (Bhavnagar West), Revenue minister Bhupendrasinh Chudasama (Dholka), Health minister Shankar Chaudhary (Vav), among others. Bill on SC/ST promotion quota passed in Assembly 17.11.2017 Deccan Herald - News

The Legislative Assembly on Friday unanimously passed a bill to circumvent a recent Supreme Court order striking down the consequential seniority in promotions awarded to SC/ST employees.

While the BJP and the JD(S) raised some technical points pertaining to the bill, there was no opposition per se - obviously all parties wanting to keep their Dalit vote bank happy in an election year.

Piloting the bill on behalf of Chief Minister Siddaramaiah, Law Minister T B Jayachandra said suitable amendment has been brought to section 5 and 9 of the Act to ensure justice is rendered to the employees.

Around 3,000 SC/ST employees working in 63 government departments will face demotions if the apex court order is implemented. Karnataka introduced reservation in promotions for the SC/ST employees in April 1978. Around 100 supernumerary posts will be created to provide promotions to non-SC/ST employees, he said.

The Supreme Court today agreed to consider whether its 11-year-old judgement dealing with the issue of application of the 'creamy layer' for reservation to SC and ST categories in promotion in government jobs needs to be revisited. The top court said that a five-judge Constitution bench will examine the limited issue as to whether the 2006 verdict delivered in M Nagaraj and other versus Union of India was required to be re-looked at or not.
