Mulling changing law to award death to sexual assaulters of kids: Govt 20.4.2018 General News
Government is actively considering amending the penal law to introduce death penalty to those convicted of sexually abusing children up to 12 years of age, the Supreme Court was informed today. The assertion of the Centre assumes significance following the public outcry for award of death penalty to such sexual offenders, including the assaulters of an 8-year-old girl who was gang raped and killed at Kathua district of Jammu and Kashmir recently. A bench headed by Chief Justice Dipak Misra, hearing a PIL relating to the brutal rape of an 8-month-old child allegedly by her 28-year-old cousin, was given a copy of a letter by Additional Solicitor General (ASG) P S Narasimha to apprise it that the Law Ministry was contemplating changes in the Protection of Children from Sexual Offences (POSCO) Act. Former Delhi HC CJ Rajinder Sachar passes away 20.4.2018 General News
Former chief justice and activist Rajinder Singh Sachar, who brought to fore the socio-economic and educational conditions of the Muslim community, passed away here today at the age of 94, family sources said. The Rajinder Sachar Committee was set up by former prime minister Manmohan Singh for preparing a report on the social, economic and educational status of Muslims and was tabled in parliament in 2006. Sachar was admitted to the Fortis Hospital earlier this week. He passed away at around noon. "He was a patient of Ischemic heart disease and was put on pacemaker a couple of months back and had undergone stenting for blocked vessels in the heart," a family friend said. "He was admitted to the hospital earlier this week. He was not able to take food and was having recurrent vomiting. He developed pneumonia and later succumbed to it," he said. At least five Maoists have been killed and a large number of left-wing extremists arrested during the last three-and-half-months, Chief Minister Naveen Patnaik said today. "No major LWE activity has been noticed in the affected districts," Patnaik said in the state Assembly. The chief minister said that recruitment to the CPI (Maoist) organisation has also declined and its support base rendered weak, due to pro-active security and development measures. The CM had recently said six districts--Keonjhar, Mayurbhanj, Gajapati, Jajpur and Dhenkanal--have been declared by the Central government as free from LWE activities. Patnaik said that the number of civilian killings by Maoists has also come down. The law and order scenario in the state is by and large under control, he added.

Afghan official: Roadside bomb kills 5 in eastern province 20.4.2018 General News
An Afghan official says a roadside bomb has killed five people in eastern Nangarhar province. Attaullah Khogyani, spokesman for the provincial governor, says the explosion struck a vehicle in the Aska Mina district today, killing the five and also wounding 14 civilians. He says women and children are among the victims. No one immediately took responsibility for the bombing but Khogyani blamed the Taliban, saying they regularly plant roadside bombs targeting Afghan officials and security forces. Afghanistan has the highest number of mine victims in the world, which along with other roadside bombs kill or wound scores of civilians. Earlier this month, the UN mission in Afghanistan said the country's civilian death toll in the first three months of this year was a staggering 763 people.
Two Maoists fall into police net 20.4.2018 General News
Two Maoists were today arrested near Rajamundry, 135 km from here, police said. Kattama Adam alias Salman (25) and Kovvasi Kosa (24), both from Chhattisgarh, were nabbed at Etapaka, East Godavari SP Vishal Gunni said. Adam was suspected to be involved in a gun-battle in 2007 that left 12 Central Reserve Police Force personnel and three Maoists dead, police said. He was also allegedly involved in the killing of three commandos in 2009, they said.

Boy held for killing mosque functionary with screwdriver 20.4.2018 General News
A 17-year-old boy was today detained by police here for allegedly killing a mosque muazzin (functionary) with a screwdriver, an officer said. The incident took place yesterday in an area under Taliya police station. "We nabbed the juvenile for killing Nisar Ahmed (65), who is attached to Akhade Wali Masjid as a muazzin, with a screwdriver yesterday," Deputy Inspector General of Police (DIG) Dharmendra Choudhary said. Muazzin is someone who gives azaan, the Muslim call to prayer. "The juvenile attacked Ahmed when he was sitting on a bench near the mosque. After he was attacked, Ahmed ran towards the mosque, but collapsed to the ground and died on the premises of the mosque," Choudhary said. The incident seems to be a fallout of some domestic matter, he said adding that the teenager is being questioned.

Nitish expresses grief over Justice Sachar's death 20.4.2018 General News
Bihar Chief Minister Nitish Kumar today expressed profound grief over the death of former Delhi High Court Chief Justice Rajinder Singh Sachar. Sachar passed away at a private hospital in New Delhi due to ailments related to old age. He was 94. In his condolence message, Kumar said that Justice Sachar was a noted jurist and was champion of social justice and socialist ideas, an official release said. Justice Sachar always worked for secularism, Kumar said adding that he was a very talented and versatile personality. A committee headed by Justice Sachar was constituted to undertake the study of social, economic and educational status of Muslims in India, Kumar said adding that his death has caused an irreparable loss to the field of law and justice. Sachar was associated with the People's Union for Civil Liberties, a rights group since his retirement.
