The Mahatma Gandhi National Rural Employment Guarantee Scheme, or MNREGS, is in operation since February 2006. It is a rights-based job scheme that intends to create rural assets, such as rainwater harvesting, restoration of tanks, levelling of land, social forestry, intra- and inter-village roads and drains, etc. The list of works that can be undertaken, depending on a region's needs, has become long and diversified over the years. Rural asset creation has always been emphasised in the programme even as the original focus was on reducing unemployment, remedying low and uncertain wages among both men and women, with a view to reaching higher incomes to the village poor as per the deliberations of the UPA's National Advisory Council. But in view of manifest weaknesses in the creation of lasting assets and the delay in payment of wages, MNREGS was pilloried in a partisan manner.
