Bihar Assembly on Monday unanimously adopted the Goods and Services Tax (GST) Bill, becoming the second state after Telangana to pave way for rollout of a single-tax regime from July 1. A special sitting of the Bihar Legislative Assembly as well as Legislative Council adopted the Bills related to GST with one voice. While the ruling Mahagathbandhan, comprising of JD(U), RJD and Congress, and the Opposition BJP-led NDA voted for the motion, three MLAs of CPI(ML-Liberation) opposed it, terming it "pro-corporate". In council, it was adopted unanimously. Bihar Chief Minister Nitish Kumar, who was also present in the Assembly during passage of the Bill, described the passing of GST by all the parties together as "a historic moment". Bhutan has blocked an initiative that New Delhi piloted to isolate Pakistan and facilitate hassle-free movement of vehicles within India and some of its other South Asian neighbours. The Bhutan government is set to withdraw a bill it had introduced last year, to ratify the BBIN (Bhutan-Bangladesh-India-Nepal) Agreement for Regulation of Passenger and Cargo Vehicular Traffic. People would not be denied jobs or their services terminated if they suffer from HIV/AIDS, as per a new law. Besides, those found propagating hatred against people suffering from such diseases will be punished with imprisonment of not less than three months and which can be extended to two years, with a fine of upto Rs one lakh. President Pranab Mukherjee has recently given nod to the Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) (Prevention and Control) Act, 2017, officials said today. A bill in this regard was passed in Lok Sabha on April 11. The Rajya Sabha had passed the bill on March 21. The new law provisions to safeguard the property and rights of HIV positive people.
