NHRC demands fake encounter report 6.10.2017 DNA: Recent Columns
The killing of an alleged gangster, Sumit Gurjar, in an encounter by police in Gautam Budh Nagar, in Greater Noida, on Tuesday, has come to the notice of the National Human Rights Commission (NHRC) who have taken suo motu cognizance of the matter. The NHRC has issued notices to the Chief Secretary and the Director General of Police (DGP), Uttar Pradesh calling for a fact finding report regarding the alleged encounter. On Wednesday, family members of Gurjar had alleged that the police staged an"encounter" in which he was killed. According to the family, he was killed shortly after the police had picked him up from a market on September 30. However, the police has denied this claim. According to them they chanced upon Gurjar, along with three other unidentified men, in the area. The National Human Rights Commission (NHRC) on Thursday sought reports from Madhya Pradesh and Uttar Pradesh governments following allegations of police atrocity against farmers and a "fake" encounter respectively.

In its notice to the Madhya Pradesh government, the NHRC has asked the Chief Secretary and Director General of Police to submit a report within four weeks on allegations of atrocity against a group of farmers returning after a protest in Tikamgarh.

The media had reported about police assaulting farmers after stripping them down to their underwear, at the Tikamgarh rural police station on October 3. The farmers were returning after a protest against the anti-farmer policies of the government.

"The Commission has observed that the contents of the media report, if true, are indicative of violation of human rights of the farmers," the NHRC said.

The Prime Minister's Office (PMO) has asked the Niti Aayog to set up an inter-ministerial empowered committee to prepare a roadmap to 'encourage domestic manufacturing' of lightweight body armours for the army and para-military forces. The committee, according to a senior government official who did not wish to be identified, will be headed by Niti Aayog member V K Saraswat and will have representatives from the Defence Research and Development Organisation (DRDO), the Department of Industrial Policy & Promotion (DIPP), the Ministry of Defence and the Ministry of Home Affairs. The official said Niti Aayog will drive implementation of recommendation of its draft note on "incentivising" domestic manufacturing of lightweight body armours for the Army and para-military forces. He further said the PMO was very responsive to the Niti Aayog's draft note and asked it to prepare a road map for the implementation of the proposal. Earlier this year, the PMO had asked the Aayog .
