 Environmental groups have forecast a huge public backlash to proposed logging, shooting and prospecting within national parks, after the government backed away from adding federal oversight to conservation areas. 

 The Greens put forward an amendment to a government bill – on protecting water tables from coal seam gas drilling – that would have given the commonwealth greater power to protect national parks. 

 Under the current the Environment Protection and Biodiversity Conservation Act, the federal government can intervene only if an endangered species, heritage area or place of &amp;quot;national significance&amp;quot; is affected by development.

 None of the companies operating in Canada&amp;apos;s tar sands have met a commitment to clean up the vast and expanding sprawl of toxic waste ponds, an official report has found. 

 The report, from Alberta&amp;apos;s Energy Resources Conservation Board, further challenges the Canadian government&amp;apos;s claims to responsible mining of the tar sands. 

 Canada&amp;apos;s prime minister, Stephen Harper, spoke to Parliament on Thursday. Three protesters were arrested during the visit. 

 The report focuses on the provincial government&amp;apos;s promise to clean up and eventually eliminate a vast network of open ponds storing mining waste from the tar sands along the Athabasca river. 

 None of the seven companies operating in the tar sands met the original performance standard, set in 2009, during the last two years, the ECRB said in its report.

 The Coalition says it will &amp;apos;get around&amp;apos; a new law to force the federal government to take responsibility for coal seam gas, giving power for environmental assessments to the states to speed up the approval process and boost the CSG industry. 

 In June the Senate is likely to pass the Gillard government&amp;apos;s legislation requiring the federal government to take account of the cumulative impact on the water table of developments like coal seam gas wells.

 The bill, which inserts water as a trigger under the Environmental Protection and Biodiversity Conservation Act, was amended in the lower house at the initiative of Independent Tony Windsor. The amendement was intended to &amp;quot;put beyond doubt&amp;quot; that the commonwealth had to give the final approvals for coal seam gas wells, taking into account their impact on water, and that it could not hand this power over to state governments. ...</description>
