 A powerful union of headteachers has set up a school inspectorate in an attempt to eventually overthrow Ofsted. 

 The National Association of Head Teachers (NAHT), which has more than 28,000 members across the UK, is conducting pilots this September of its own inspection regime, which it is calling Instead. 

 Instead inspectors will all be working headteachers and will only visit schools a similar size to their own and outside their town or county. One of the main criticisms of the current state-funded inspection regime, Ofsted, is that retired out-of-touch heads who have worked in small primary schools, for example, can be picked to inspect large secondary schools.

 Teenagers born earlier in the school year should be set higher pass marks in their GCSEs, experts argue in a paper on Friday . 

 The Institute for Fiscal Studies, the respected economics thinktank, is calling for pupils in primary and secondary schools to be set seven different pass marks, according to their month of birth. 

 Pass marks for children born in February and March would stay as they are, but they would be set higher for those born in the autumn and would be lower for those born in the summer. 

 It follows research that shows summer-born pupils perform less well in exams, are more likely to be diagnosed with mild special needs and have behavioural problems than their autumn-born peers. Even a month age gap between classmates can make a difference, studies show.

 One national tutoring agency, Exam Confidence, told the Guardian it charged schools up to £1,400 a day. Another, the Kip McGrath Education Centre in Portsmouth, one of the country&amp;apos;s leading tuition firms, said schools were paying at least £1,000 a year for its services. Both said the number of state schools registering for its services was growing.
