      <description>DURANGO, Colorado - A southwestern Colorado water district is developing a plan for recreation facilities at the new Lake Nighthorse reservoir. 

 An Animas La Plata Water Conservancy District subcommittee is negotiating with a consultant for a preliminary plan. 

 Water began flowing into the reservoir in March. Officials say it will take 18 months to three years to fill. 

 The conservancy district took on the recreation planning after state and local officials said they had no money for it.
